He was born on 27 November 1968 in Brzeg.
He has a PhD in economic sciences in the area of management sciences.
In 1987, he joined Ruch Wolność i Pokój (Freedom and Peace Movement). In 1988, he became a member of the anti-communist Confederation of Independent Poland. In 1994, he was elected a Councillor of the Darłowo
City Council and simultaneously a member of the Darłowo City Council. Two years later, at the age of 28, he became Deputy Mayor of Darłowo.
In 1998, he became a Councillor of the Sejmik of Zachodniopomorskie Voivodeship, where he was the Chairman of the Tourism and Physical Education Committee. In 1999, Prime Minister Jerzy Buzek appointed him the receiver of the Mielno Municipality. As of 2002 he was the Deputy President of the City of Koszalin. In 2005, he was elected a first-time deputy on the Civic Platform party ticket. Between 16 November 2007 and 15 June 2015 he was the Secretary of State at the Ministry of the Environment. As Deputy to the Sejm of the 8 th term (2015-2019), he was the Chair of the Environmental Protection, Natural Resources and Forestry Committee.
In the years 2008-2011, he was the Chairman of the Supervisory Board of the National Fund for Environmental Protection and Water Management.

• by the Minister of Agriculture – ‘Meritorious for Agriculture’ medal

• by the Marshal of Opolskie Voivodeship – ‘Merit for Opolskie Voivodeship’ Badge by the Koszalin Poviat authorities – ‘Merit for the Koszalin Poviat’ honorary medal • by the Drawsko Pomorskie Poviat Council – ‘Merit for the Drawsko Pomorskie Poviat’ title
• by Lubelskie Voivodeship Marshal – ‘Merit for Lubelskie Voivodeship’ Honorary Badge.
He is an Honorary Citizen of the following cities: Brzeg, Darłowo and Polanów, and of the minicipalities Mszana Dolna and Niedźwiedź. He is an author or co-author of many scientific publication

Member of the Civic Platform party of Poland.
