Born in 1958, a resident of Leba. He has a degree in economics and history, and worked as a teacher after graduation. He was the first democratically elected mayor of Leba and Governor of Slupsk. In 1997 he became a senator of the Republic of Poland, and from 2002 to 2005 he served as a councilor of the Pomeranian Voivodeship Assembly. He was also director of the Maritime Office in Slupsk and founder of the Gdansk Academy of Vocational Training.

He is an active member of the Catholic Kolping Family Association and the Kashubian-Pomeranian Association. He was an MP from 2005 to 2007, and has been in the Senate again since 2007. He has served on many parliamentary committees, and currently chairs the Senate Committee on Budget and Public Finance. For years he has supported the development of Pomerania and Kashubia, engaging in energy investments such as the construction of wind farms and a nuclear power plant.
