He was born on May 23, 1965 in Szczecin. He is a graduate of the Maria Sklodowska-Curie High School No. 1 in Szczecin and the Electrical Faculty of the Szczecin University of Technology. He also completed postgraduate studies in organization and management of tourism economy and administrative and local government law.
From 1998 to 2001 he was vice mayor of Szczecin. He also served as a councilor of the West Pomeranian Voivodeship Assembly of the second, fourth and fifth terms. He was chairman of the board of directors of Energetyka Szczecinska, a member of the board of directors of the joint stock company Enea, as well as director of a branch of the company Enea Operator. Since 2019, he has been a member of the Sejm of the Republic of Poland.
In the Ninth Sejm, he was a member of the Committee on Maritime Economy and Inland Navigation and the Committee on Energy, Climate and State Assets, as well as secretary of the Left Parliamentary Club. He is vice-chairman of the New Left.
